A plaza located upstream of the southern end of Sachi Bridge over the Asuwa River, near the site of Yuri Kōsei's residence. It features a statue of Yuri Kōsei facing the direction of the former residence of his mentor, Yokoi Shōnan (located downstream of the northern end of Sachi Bridge), as well as a display panel showing the "Outline of the Principles of Deliberation," which served as the draft for the Five Charter Oath.
About Yuri Kōsei

Yuri Kōsei (Mitsuo Hachirō) was a politician during the late Edo and Meiji periods. Born in 1829 in what is now 1-chome, Keya, Fukui City, he was the eldest son of Mitsuo Yoshitomo, a samurai of the Fukui Domain. He studied under Yokoi Shōnan and contributed to reforms of the domain government, including the restructuring of the Fukui Domain's finances. After the establishment of the Meiji government, he drafted the "Outline of the Principles of Deliberation," which became the basis for the "Five Charter Oath," and proposed the issuance of the Dajokan notes (the first paper currency issued by the new government). He later became Governor of Tokyo Prefecture, undertaking projects such as the development of Ginza Street.
